Can a phase 2 172 bumpers fit a phase 1?

Yes. Needs rear arch liners too.
Front.
Bonnet. Lights. Wings. Grill. Bumpers. Arch liners. Headlight looms maybe..
Not really worth it unless you intend to paint afterwards. Otherwise the panels will most likely be diff shades to the rest of your car, which then leaves your car looking like its had a dodgy repair after an RTA.
You could mop the s**t out of it. But no gaurentee of getting a good match i would say..

Yes it can be done but it's a bit of a chore.

As @welshname said you will be burnt by the purists of the phase 1 world for doing so.
