Can janspeed give you RS tuner licences?

I'm after a licence for a Rs turner. Can janspeed issue these as there down on the list to contact them about Rs tuner?

I am looking to get a license as well. I looked a week or so ago and am sure they were $46 pound, which is about $70 Australian, but now they are listed as $96 pound which is nearly $170. Am I dreaming or is that always the price.
