Cannot access secure sites

I have a user profile that cannot access secure sites. I've deleted his local profile, reset IE to defaults etc, still no joy.

Any ideas?

when i log onto the laptop using an admin account it all works fine.

i've reset everything to default, clear SSL cache, re registered DLLs.
