car wont start!

right a friend of mine has problem starting there car.
basicaly its turning over and wants to start but doesnt its a brand new battery fitted as well tried jump leads for extra boost but nothing any ideas?

where is the TDC sensor on clio 1.6?

It's in exactly the same place as it is on the 2.0 16v... on the top of the gearbox, under the thermostat housing.
