car wont start!

right a friend of mine has problem starting there car.
basicaly its turning over and wants to start but doesnt its a brand new battery fitted as well tried jump leads for extra boost but nothing any ideas? its a 1.6 clio

Check the immobiliser light on the dash clocks. Get in the car, shut the doors and put the key in the ignition. Turn it till the lights come up on the dash three times quickly, or put the key in the ignition and lock the car from the key st the same time. It worked for me.
