The easiest place to get clay is at Halfords - Megs Quik Clay or something.
As for PC'ing, PC stands for Porter Cable, which is a manufacturer of a random orbital polisher. I'd suggest that any old polisher will not do as if you use a rotary as a novice, you'll probably end up making your paintwork look worse. There should be someone in your area willing to PC your car, expect to pay aproximately £100.
