Cleaning powdercoat off bolt tapers?

Just got my wheels back from the powdercoaters but they did not mask the hub face or the bolt holes up :angry: so that has left me with a job to do.
Any suggestions on what is best to clean the powdercoat from out of the wheel bolt holes, the hub mount face I will just use a DA sander and some emery for the bore.
I have thought about putting a plastic sleeve inside the bolt hole to protect the sides and just using a small wire wheel / brush on a drill

Get a wheel bolt and cut some hooves into the tapered part of the bolt. Get a impact gun and spin the wheel bolt round - no more paint in the taper.
Another way is to tape some emery paper to a wheel bolt and do the same thing basically.

I offered my wheel up to the hub and bolted them on off a few times after I had he same problem. Hub face was done with a drill and metal wire brush and sand paper and a block of wood, had no problems on the 2 days at Oulton (other than my white powder coat has turned grey/purple round the hub where the wheel nuts bolt in possibly due to heat)
