Clear coat

I'm spraying my cup spoiler but I'm a bit worried that as I'm flatting the orange peel of a less than perfect coat of lacquer I might rub through. Can I give it another coat the flat back again or is that not advisable

Get it flat then reapply clear 3 coats.
What's the paints flash time?
