climate control problem

having a problem with my climate control. my display is working fine, i can change the temperature but i cant change the speed of the fans. they are stuck on full, but the display does change just to no effect.
even when you turn the climate controll fully off the fans are still blowing out.
i have checked all the fuses and theyre all ok.

is there a resistor or a sensor that is prone to breaking?

any help would be appreciated

Do a search the resister pack will be the issue.
