Clio 172 Rev Problem

Right got my clio and there seems to be a problem, when i start it it just stays on 2k revs when its idle and when i rev it up and let go of the accelerator it stays there it starts to come down really slowly and sometimes it wont come down at all.

Anybody know what the problem may be, what shall i do who shall i take it to?

only thing i can think of is a leak in vacume pipe for the accoustic valve but thats on a 172 not sure if it applies to 1.2s ect

as when i took mine of and did not block it off it stayed about there??

Mine is a 172.

Where is the vacume pipe, what does it look like
