Clio 2 182 water in drivers foot well when driven in rain

Water in the drivers foot well. The 3 scuttle drains were clear. Water seems to get in when driven in rain so I suspected spray from wheel arch. Removed liner and full of mud and now await some rain to see if it is fixed - see attached. I am told the sill has a drain but couldn't get under the car to look - anyone have a pic?
