Clio Headlight Cluster has extra slots for lights!?

I have noticed an extra 1 or 2 holes in the cluster, can I fit additional sidelights there? Is this legal?

It is the front cluster mk2 ph2

It is a hole just below the main light.

Its not used for a bulb, but i wanna know what its for too.

on the bottom right hand corner 'circle' lights, there are two bits, the top is the light, and the bottom is the hole. what is it for.

Not for cooling is it? Bulbs get pretty hot, after all.
