Consent Form question

Hi ,
does anyone know the age at which you have to have a consent form signed for photography (really only matters whether its 16 or 18) i've been assked to photograp a cadet group passing ceremony, but just want to keep on the safe side.

The Cadets i have had an opportunity to work with sign away everything required when they enrol. I have no idea if this is common place or not.
