Crank pulley/turn cambelt to remove slack

Can anyone tell me why, when all three pulleys are slack, why my cambelt won't turn by hand?

Does the crank pulley take a bit of force to turn freely? Can it seize?

Belt is tensioned and the two nuts are in place on camshaft pulleys (but slack) and bolt is it place on crank pulley (but slack).

Won't budge!

Are all the pulleys loose on the faces? I'd imagine the cam pulleys are, but I'd hazard a guess that the crank pulley for the cambelt needs a bit of adjustment with a hammer and blunt implement to get it to move. On every cambelt job I've done on the f4r, the crank pulley has been stuck on the crank slightly and needed a smack to get it moving.
We ain't talking sledge hammer adjustment either btw! Bit of finesse!

Yeah I've just taken the belt off again and checked it. Stuck!
