If that's cosmetic only I'd say 10-15 tops.
I had someone drive into the back of my Fiesta at 25 and it creased the boot floor massively and pulled the boot lid in as well.

Modern car crumple zones are meant to go quite easily aren't they? I think 10-15 could do that easily, that's a lot of energy to dissipate.

Me, because the end of a car parking space should be treated as a Give Way line (apparently).
My damage was a £30 replacement indicator. His damage was over £3k thanks to a written off vehicle because the doors were pushed in and he tried it on with whiplash (t**t).
Where you stand WRT being stationery in the running lane while about to set off, rather than being half out of the space, I don't know.

Tell them to send an damage assessor to look at the cars and guess the speed as that's more their job than yours.That’s my issue, I was 98% through the manoeuvre but I think it will be 100% my fault as my insurance didn’t seem interested in what happened.
The reason I ask about the speed is they said it’s hard to tell if she was going over 5 mph just from the damage.
