CS3 Actionscript?!

Anybody out there familiar with this stuff?

Its been a looong time since ive used flash actionscript, CS3 is driving me crazy.

I understand now that you apply the actions to a separate layer within the movie, i have a spinning wheel which needs to continually rotate without skipping. Ive created the tween across 20 frames, and it skips as it restarts back to frame 1.

I need a script to come in at frame 19 which will loop it back to frame 1 so I dont end up with the glitch?!
