I am sure that youd definitely notice a power gain with a de-cat pipe on a standard exhaust. Not sure of exact figures but the standard cat is very restrictive.

Youd get a roartier exhaust note, but as youre keeping the standard silencer it shouldnt be too loud - and the best part is itd still look standard.

Ive got a silenced de-cat, which is still just a straight bit of pipe (you can see right through it) but it has some baffling around the edges in an attempt to silence the noise.

I would say, performance gain wise, they would both be very similar.

Ive got a K-tec stainless system with their silenced de-cat. In a way, I wish Id just gone for the de-cat, because I think I prefer the standard look.

I got the exhaust first, and the de-cat about 6 months later. Didnt notice much difference when I put the exhaust on, apart from it was much louder.

When I put the de-cat on (fraction of the price of the exhaust) the difference was more noticable, hard to explain but it just seemed to rev "free-er" (not a word, I know). It also wasnt much louder when de-catted.

Havent had it RRd, so pretty speculative, but it certainly feels quicker. For the price, I would definitely recommend it.
