It was in the car when i first got it and was attached to the left of the steering wheel low down just i have no idea what its purpose is or if it is even supposed to be there?

its an MI5 tracking device, heard of it before. this one time, in band camp, someone had one attached to their rucksack and they died 48 hours after tampering with it.
