Drivers seat folding mechanism

for a 51 clio rs, does anyone know the best place to start looking for the mechanism on the drivers seat to fold it down to get into the back, as this doesnt work?

at the moment, you can pull the handle to fold the seat but it does nothing. the side controls to tilt up / down for driving position work fine though.
