Drivers side xenon extremely bright?

Recently I've been getting flashed at night so I decided to check out my xenons.

Now I know the passenger one sits a little low as the casing is cracked and not held on to the car at the top.

I've taken 2 photos, first is 'as they sit' the second has my girlfriend holding the case in place so to see how it would look repaired.

The car passed its mot fine last week.

Any ideas?

Is it even a problem our are the lights meant to be like that?

Looks like it needs lowering slightly to me, has the auto-leveling adjuster failed in that headlight? What happens when you put a load of weight in the boot? Can you see it move?
