Easy to weld exhaust?

My errrr cat has split all round end of cylinder, and blowing like a b**ch.

Easy to fix? Been told it needs MIG welding by garaga and they couldnt do it.

if its prep'd correctly then it'll be fine

is it a normal 182 cat?
