The thermostat does not activate the cooling fan, the temp sensor does.
Check the connection under the thermostat housing, it might be loose/corroded...
If the check engine light goes on when cold it means there is a problem with the sensor, you can drive but you run the risk of overheating the engine in case something goes wrong (ie broken hose, low coolant level, etc).
Get it checked asap mate.
