If you go to the User account.

Right Click properties. Then the Exchange General tab. Middle box I think is Delivery Options. Then put a tick in forward to, enter the user exchange box you want to forward to. Make sure tick delivery messages to both.

This will sort out incoming.

Failing this, do you have Outlook Web Access running? If so log into that with persons username and password and you can see there mailbox. Although not sure of the legality of it. Thats two ways

As an alternative to Rasclarts idea.

Go to Active Directory (presuming you're using it) go to the users account, right click and go to properties.

Click Exchanged Advanced
Click Mailbox Rights
Add yourself to the list and tick the "Full mailbox Rights" option.
Click Ok/Apply etc and close AD.

Then add the mailbox in Outlook. You can do this through the "More Settings" option when you go into Tools > Email Accounts. Highlight Microsoft Exchange Server, click change, go through the wizard until you see more settings. Hit it and then you will see an option to "Open additional mailboxes". Simply add the persons mailbox and ta-da.

{Edit} Or just click his link... ffs. lol.
