It's a grad filter used to create balance between a dark sky and a dark foreground, generally used for landscapes to stop the sky blowing out.

To be honest though, screw on grad filters are bit of a waste of time. Although I have never used one.
Slide down is the best method IMO.

I just use a UV filter which doubles as a lens protector.

Sticking "cheap" filters in front of your lens will only degrade your images.

no "filter" will give you "so much more detail", a Polariser might help with specular reflection.
I would tend to stay away from filters, with the advance of post editing software, save the raw image and work filters onto a second copy.
Looking at the image on your profile is a classic....."vignetting" from a poor fitting filter which has resulted in an image being ruined.
