its just a pipe to replace the catalitic convertor (basically a big restrictive spounge!) so it allows the exhaust gasses to flow quicker giving more power

its illegal because your car wont pass an emitions test for your mot.

what does a de-cat do? and how is it lillegal?

it allows better flow of exhaust gases as they arent being restricted by the catalytic convertor, this should give a little more power and better throttle response, as well as making it sound louder.
its illegal as all modern cars require a cat to meet emission laws. some people use a decat and just swap it come MOT time
