Fitting washers to 172 bumper??

Does anyone know how to fit washers to a 172 bumper? i thought it would be an easy job but it looks like i might have to take the bumper/ fronts lights off to fit them? Is this a hard job?

You dont need to take the front lights off, just the front bumper.. & its just a few screws.. not a big job.

yeah not hard, I did mine without removing the bumper completely.
