I think once the material has started to fall apart it's time for the bin.
Are they 50mm diameter? I can't remember off the top of my head.
You could try buying something like this and reusing both ends.

I fixed one of mine with black electrical tape, a full roll over the entire length nice and tight and it almost looked factory lol
