Florence, yet again

Morning folks, Florence yet again, now the head is off and I can tinker about with it, a couple of village idiot questions... First the locating dowels, sleeves (or whatever they're called) there's one in the block and one in the head, to me that seems counterproductive for refitting the head gasket. Should they both be in the block? Second, is it worthwhile fitting a new camshaft when the one in situ has pitting on a lobe? If so, recommendations please, bearing in mind Florence is on a budget. Third, is there anything to be gained from blueprinting (as we used to call it in the two stroke days)?
