Front hub refresh

What is this pipe for on the front hub and what is the easiest way to get it off as it looks rusted.

I need to remove the hub carrier as I am overhauling the hubs/bearings/track rod ends/ball joints etc.. and I want take the hub knuckle off to refresh the bearings on the workbench
