Front windshield wipers only moves once

Hi guys.
My front windshield wipes stopped working completely. I changed the motor for a new one but it only makes one rotation and then stops. Every time I change speed it makes only one rotation then stops. Since the motor is running and it starts from the stalk then maybe it is a relay of some kind? Any ideas?

I'd like to add that the front wiper motor runs continuously if I set it to max speed. And it is only when I increase the intermittent speed that I get a movement, when I decrease the speed nothing happens..
