Gear oil filler question....

  Black 182 FF
The little plastic butterfly bolt where you fill the gearbox with oil, is it supposed to have a washer or seal on it?

First time I done mine several years ago I think something fell off, though not sure and it's just been the plastic bolt since. I've always kept and eye on it and it's not leaked, nor come loose but since I done an gear oil change about a month ago I think there may be the slightest trickle coming from it. If there's supposed to be a seal of some sort then that would explain it.
