'Ghosting' when Sky is on

The folks have just got a new Toshiba Digital TV. The digital channels on the TV are very clear, however when Sky is turned on there is ghosting.

I've checked all connections and setup seems fine. The Sky box is connected via SCART.

Any ideas on what is causing this?

might be a crap scart cable, or try changing output from RGB to PAL or vis versa
