Handbrake stuck on 1 wheel

Well my cars been sat on my drive for almosy 2 months now. It failed its MOT just before went to uni and since ive been away ive not had chance to sort it. Came back home this weekend, got the front pads changed over and today and found that the battery was dead, whilst putting that on charge we decided to attack the roof and after a few hours and a seemingly (fingers crossed) successful re-seal, tried the battery again. The car started first time instantly which was nice (trusty 1.4!!!) but when i tried to back it up to test the brakes and bed them in, it was as if the handbrake had been left on. The back of the car would ride up like you had the handbrake full on even though it clearly wasnt. After edging forwards then reversing again it would go back freely to the point it had been stationary at and then 'hit' the handbrake again with the back suddenly riding up.

Going forwards and backwards eventually got it free, i reversed it off the drive and when backing up the road it jolted suddenly and acted if i had run over a rock, when i stopped and tried to go forward the drivers side rear wheel was just locked solid and again if you tried to reverse the back would ride up like it was acting against the handbrake. I moved it forward with the back wheel locked up and after a few revolutions of the other wheels it would start rolling again. I drove it down the road and turned it round and drove back up yet it still felt it was trying to hold the back drivers side wheel.

Interestingly, when the wheel became 'free' to put the handbrake on there would be a load of travel, yet when the wheel was locked up you could only pull it up an inch.

Is it just a sticking handbrake due to lack of use?

If so, whats the best course of action?

Appologies for length, girth and duration.

Tom

Your drum shoes has fallen to pieces new ones are £20 or so bit of a pain to replace but nothing to bad.

They do fail a lot.

Strip out rear brakes, clean everything up (removing any rust build up) and put back together. Hoepfully that should sort it.
