hi should the head light levelling motor make a loud noise

How loud? But not in my experience, its noticable with no music on but not loud, just like a "verr-verr"

They can be a bit noisy when they're moving. I take it you have Xenons?

Are they making the noise all the time?

Yes i have it makes klicking type of noise
