Headlights acting weird

Anyone had this problem? When on the light stalk the lights are in the off position they are still on. Then when in the sidelight position they are off but the dash is still illuminated and when you switch them to normal night dipped beam they come on but the dash lights then go off!!!! Wtf

Any ideas??
