headlights rapidly flashing on and off

as above. at night when i start the car when auto headlights are activated they sometimes but not all the time start rapidly flashing until i turn them off and on again. i can hear the relay clicking when this is hapening. could the relay be starting to go faulty or could it be the sensor thats on its way out?

not ballasts as the 2 lights do it at same time as well as sidelights! its either the relay or sensor.
i will just change both
