Heavy duty alloy cleaner?

Going to try my hand at refurbing my alloys, going to start on the spare first so that if it doesnt work out it wont be much of a drama!

Its been changed recently tho, it used to be on the road. So the inside rim is black and I mean black lol. I have took the pressure washer to it and scrubbed, scrubbed and better scrubbed but its not moving.

I dont really mind damageing the paint as its going to be refurbed anyway so was thinking of a brillo pad lol! But is there anything else? a better solution?

If you painting the insides, just flat it back with wet and dry!
