Holding back issue (Follow on from previous thread)

In short, car played up one night, bogged down under medium to hard acceleration,

checked leads, and plugs, plugs 'looked' okay (for £40 I'm going to buy new anyways) leads looked like they had been arcing out but advised by magnecore that its just because there's another issue and the spark is taking the shortest route? Also going to buy a be coilpack.

Plugged it into my code reader (no codes)and got the live read out.. Found that the ore cat oxygen sensor was switching as it should, but the post cat sensor was reading constant 0.41v! Normally I would say it is fine as it should stay steady, but I have no CAT (have a decat pipe) so technically it should be switching the same as the pre cat lambda?

Could this be faulty sensor?
