...do your calipers have to be in order to paint them. I've been scrubbing them with a wire brush and brake dust remover for a couple of hours a corner and they still have a slight rusty tinge?

they should be fine. if it wont come off with a brush then its obviously fairly sound, so as long as you degrease them well you should be fine to paint them.

this is one of them jobs i need to do, just cant be bothered lol

As long as all the lose grime is off and they are well degreased so the paint takes, as posted above you will be fine.
