How tight should your hand brake be?

I tightened mine a few weeks ago when I fitted a new centre section, and since, i've noticed there seems to be a rubbing sounds coming from somewhere around the wheel area(not sure which one!)

The noise seems to be a noise on every wheel revolution, not constant.

I jacked the rear wheels up and they are sort of constantly touching when they spin, but it is not the noise I can hear when driving.

Could this be the handbrake or something else like brake pads?

I dont think the handbrake is too tight, it pulls up to the top bit of the seat next to it!

the back wheels spin freely, but they are touching the pads when they spin, but the touching is constant, not like something is rubbing on each wheel rev. does that make sense?

Mate the handbreak should go up 3 clicks thats spot on if it does that, anyless it could be too tight, depending weather u tightened it at the drums or the cable below the handbreak lever. As if you done it via the drums you may have over tightened one more then the other!

didn't touch the drums, I did it it via the lever under the car so hopeully one shouldn't be tighter than another!
is there anything else that might cause the rubbing?
