Basically what did williams do to a clio to make it the Williams?

Nope Zilch. Williams is a parts bin special. Doesnt take anything away from it as a car though..

If you have read the latest top gear with the M5 in and an interview asking Williams about any connection, they say the first they knew about the Clio Williams was when they were on sale.

Williams F1 had nothing to do with it.

Its a Clio 16v with a R19 front end and a 1.8 16v with diesel con rods or so I was told.

The 16V was the car from which the Clio Williams was developed. A common myth is that the Williams was developed by Williams F1 Engineering - it was not. The name was actually used to celebrate the Williams-Renault F1 victories of the time. The car was actually developed as the most successful and advanced FWD rally car of its day. Incidentally, Frank Williams owns Williams No. 0001 - a gift from Renault which sits at Williams premises with delivery miles on the clock:
