I've just bought a 172 that is fitted with non-standard wheels.

Firstly, they're black (can't stand black wheels).

Also, they're 17 inch, with extremely low profile tyres.

So I'd like to replace them with the correct 16's, with the correct 195/45 tyres.

I've just bought these on eBay; they were dirt cheap as they're in need of refurbishment which I shall do before buying the tyres (Hankook K107's probably).

They're off a Megane; size is 6.5 x 16 but according to my interpretation of the markings, offset is 49. Does this mean I'll need spacers and if so how thick? And will I need longer bolts?

Not too sure about the offset but I think you would be alright considering they're only 6.5's. A 10mm spacer would sort any issues though, an you'd need longer bolts for those.

So when buying the bolts to go with 10mm spacers, what do I need to specify lengthwise?
