Idle and starting probs

My girlfriend has a 1999 clio alize 1.4 8valve. We have been having trouble starting it on various occasions and sometimes when started the revs hold at 3000ish rpm for half a minute then settle down to normal.This does not happen all the time but is starting to happen more and more often. I was recently driving and on changing gear, clutch in, foot off the gas, the revs went right round to the limiter for a good few seconds before they settled down. Could this be an ecu problem or something more simple?

Idle control valve (ICSV its called) most probably just needs cleaning.

What is the best way to clean this?

Carb cleaner and a bottle/pipe cleaner.

I recommend Wynns carb cleaner, its damned powerful!
