If my cambelt was snapped... would my car still move if in gear and the igniton was turned?

U mean wil it jolt when you try to turn it over? probably. The starter motor usually drives the flywheel on most cars, not sure on the clio's though haven't had to change the starter.
Trying to turn the engine over could do more damage though, so I wouldn't if I was you
If you want to move the car you need to have it out of gear & push it.

bets bet is to deffinatly take off the cam belt cover and have a butchers

I just got my manual for the car off ebay <1995 1.4RT> and s**t me i need to get a jack to hold the engine to even look at my timing belt!
