ok ill answer your question, yes its a straight swap, ph 1 and 2's are identical (square lights) only thing different is the bumper inserts and the grille.
i think what you mean is phase 1 headlights onto a phase 3 (going by your 98 clio). theres 3 phases, 1 2 are square headlights and phase 3 is the bubble headlights (96-98).
if you want the headlights you can just change the bonnet and headlights. im 99% sure the "grille" thats part of the bumper on the phase 3's fills the gap where the grille is supposed to go.
