is my clutch slipping?

  clio 04
I was driving down a road, put my foot on clutch to change into 4th and the revs shot up to 2 and continued to when foot off clutch, stationary, no feet on pedals... I turned car off and wouldn't start again for 2 mins ish. The pedal does feel higher

A clutch slipping wouldn't make the revs rise when stationary and your feet off the pedals. That sounds like a separate issue.

However, the pedal feeling higher could indicate that the clutch is on its way out. It's a gradual process though - not something 'immediate'

Is the clutch in the '04 Clio original? How many miles is it on - plus how many previous owners? My 182 clutch lasted past 70k with me being the only owner - but I'm fairly kind to clutches!
