Is this the start of the dephaser failing?

Car is a 2004 Clio182 Sport, 60000miles. Apparently had the dephaser changed before my ownership(around 10-15k ago).

If it's not the dephaser, any ideas?

It sounds like it might be the dephaser rumbling

Try holding a long screwdriver or cracker bar to the area and putting your ear to it to pinpoint the noise.
