Java version 7 update 7 not working correctly

I have installed the recent version many many times.

I cannot get it to work correctly. I have windows 7 64bit.

I can get it to run if I open a java app direct but both internet explorer and chrome and indeed Frostwire do not recognise I have it installed.

Even testmyjava on the java site says I do not have it installed even though I do.

Any ideas please?

Sure Java is upto around 11.something
