Knocking from rack area when parked

Had the inner track rod end changed but the knocking is still present, disappears completely when the powersteering is on and as such isn't noticeable when driving:



So this only occurs when moving the steering wheel when stationary.

Dead rack?

Uj on the bottom of the steering column? Rack bolts tight? I assume you can't actually see the main body of the rack moving. Peel back the gaiter and see if you can see if anything is moving in relation to one another. Other than that I'm all out of ideas Dan.
