Lacquer

If your paint is orange peeley or has overspray on it then it will feel rough and you can see it through the laquer after you have applied it. Best thing to do is to get a mild cutting compound on it and go over it gently to flat it down defore you lacquer it.
 
You just give it a light sand with some scotchbrite. Nothing to rough, just enough to key it up for the lacquer.
 
if it dont need sanding dont sand it, just laquer it

if you have bits of crap, orange peel, roughness etc etc, just wetflat it lightly with fine paper, anything lower than P800 (p1000, p1200 etc) and apply the laquer to it. if you break through the paint, dust some more paint on, then laquer when its dry
